If so, where can I download it from? Also I read in this site that Plus! for WLM 2009 is still beta, so is it worth upgrading from build 8.5 or not yet?

Yes it is final. Also, Plus! is beta yes but Plus! 4.80 is expected to be released very soon according to patchou's words.
