Plus buttons are removed by Guena's skin, he uses his own buttons, that's why tooltips are not there.
I know that but that doesn't mean that is ok that tooltips aren't appearing...
btw I found another thing weird look the tooltips issue with Unicode in Convo:

that is not patch's fault. If you grabbed a string that was from a shortcut then you have to add the attribute shortcut=1 to your element. This way the & is removed. Just note that it doesn't always work. It should be fine for the sign out string.
