Its more a technical limitation. Its pretty much similar to the ghost text bug that used to happen with 8.5. Even though the element is gone Messenger decides to add in something by itself (like a lot of parts of 9)
The chat window glitching when a new chat tab is opened is something I am not sure about. The only thing I can think could be causing it is the animation effects that were added. Either way I might have to talk to Patchou on that one and see if chat tabs rely on a certain element to load correctly or something.
I might add a setting for smaller icons, there is room left in the options panel. But for now I don't want to think about skins just yet. Taking a breather
