Ok, I can officially say this problem has been solved. The Windows Installer Clean Up Tool did the trick, it was as I suspected, the stupid Photo Gallery thing needed to be removed from Add/Remove Programs.

I'll say this one more time now that it's complete, THANK YOU Naruteitor.
