I'm not sure you know what reformat means. It means deleting absolutely everything: all the files that exist on the hard drive, even the Windows operating system, so you're left with
nothing. Afterwards you install Windows again and you've got what's called a 'clean install'.
From a look at your list, you have lots of HP programs installed which is common to come loaded with HP computers and laptops. Unless you've installed them from a CD, which I doubt because most of them aren't needed anyway, you probably haven't reformatted your hard drive. See

Edit: Some of your programs were installed in 2008, so I think that confirms you haven't done a reformat. I think you may mean
reinstall: as in you removed Windows Live Messenger and/or Messenger Plus! Live then installed it again.
In regards to the list you provided, one thing that sticks out is the Windows Live ID Sign-in Assistant.
