Try re-adding the skin, enable it, restart WLM. Then choose 'no skin' and restart WLM. Then remove the skin.

Maybe removing the skin when it was still enabled may have caused problems.

Probably not but worth a try.

You can also go to Control Panel > Programs > Messenger Plus! Live > Repair Messenger.
