Try signing out of Windows Live Messenger, exiting it completely and then re-opening it. Webcams can be a bit tempramental so you may have to sign out and in a couple of times to get it to work
Does it work properly in other programs?
Is it showing up correctly in the Audio/Video setup wizard?
