LiveSide just posted the full set of redesigned emoticons for wave 4. All of them have a new look now, and 27 new ones:

A few of them are animated in the LiveSide post, but I guess more than that are supposed to be animated. The sideways smiley for example seems to be the first frame of (BRB). All the animated ones actually seem to be animated, just not in an infinite loop. So page refresh and quick looking.
