That's nothing special. The red sign there is just to indicate it is the Plus! uninstallation program.

Problem with the download update?. There is group of people who seem to have issues after installing the latest Plus! version. I've been told a new Plus! version should be released somewhere this weekend which will fix this, at the moment it isn't released yet though.
