I emailed windows live, they wanted some log files off me then told me the solution:

1. Click Start, click Run, type taskmgr.exe and press Enter or click OK.
For Windows Vista:
Click on Start (Windows Logo Pearl button)
Type taskmgr.exe on the Start Search box
Press Enter
2. On the Windows Task Manager window, click the Process tab.
3. Under Image Name, locate nsvcappflt.exe and click End Process.
4. Click Yes to confirm.
5. Attempt to sign in to Windows Live Messenger.
