The file is actually just HTML and scripts. All it does is show a listing of files in c:\ in an iframe, and use an MS Agent character to say some stuff that's meant to scare people. I don't think it does any damage.

Security problem? It's just initiating a copy of windows explorer in an iframe... javascript can't really interact with the objects in it. it might just be that your hard drive ain't called c:\
