All I can suggest to you is pretty much what has already been suggested.
You can also try pinging the sounds server, or performing a trace route.
Start -> Run -> "cmd" -> OK.
ping sounds.msgplus.net <enter>
OR
tracert sounds.msgplus.net <enter>
If the requests time out then it is some sort of routing or access issue. With the trace route you can find exactly where the problem lies on your connection.
If you can contact the server fine via a ping/http/trace route then I'd suggest checking your firewall settings and even disable them to try again. As you say, you've just updated to a newer version of Plus!. Most firewalls differentiate between different versions of the same program (such as when the executable is modified) and will then ignore any existing rules for the program and either block it out or prompt you to create new rules.
