yes but I doubt they have cpanel...

xmgfree.com is the host i use. It's free and offers lots of space along with Cpanel and FTP access.

That's too bad, it's a really good host and seems to provide everything you're looking for. The guy did say the signups will probably be back up soon so i guess all you can do is wait and hope coz i don't think you're gonna find a better free host than that.
