I don't see how they could be looking up her skirt... their heads appear to be at the same level as hers. And why do their heads look so much bigger than hers despite being in the background?

Well, its just an image and looks kinda blurred or something.
You certainly have a different perespective of it while watching the full scene.

im pretty sure she doesnt mind either
