It's unrelated to plus!

It's WLMs way of telling you he/she has updated her msn space.

The proper name for it is a 'gleam', and you can use Mess Patch to remove them if you like.

Some skins also offer this option, most notably the Willz skins offer the ability to remove the "gleam"

you can access his space by clicking on the star
