But on XP, they can't display that effect, only the color of the button changes, that is it. There is no shine effect on XP normally. Can't it be done, or don't they simply want to do it?

I could be done with a third-party theme application like WindowBlinds (i think). There are WindowBlinds skins for Windows that can give you PC an approximate Aero Glass effect, by making things like the title bar of a window transparent.

I doubt Microsoft will (officially) add something like this to XP.

Just like the difference between the normal Plus windows drawn by the built-in interface, and the custom ones WLMWebStatus or Web2Live are using.

Well kind of yes.

But WLMWebStatus and Web2Live are just websites that generate the status images from the information you provide it (your status information, PSM etc) and background images etc. In these services there is no "default" buttons as there are with computer software).

Nope. This is true for most programs, but not for WLM, which is skinned from head to toe. The titlebar buttons that you see in WLM within XP are not drawn by the OS, they are PNG images within the WLM binaries. Same goes for the buttons and almost everything within WLM (and Plus, for that matter), except for a few exceptions (such as the WLM options dialog).

But how is this related to this thread? :P

Yeh this thread has gone a bit off-topic. I was just thinking that too.
