It's definately not ment to reset those settings on restart, it doesn't on mine. Have you tried installing it on the "administrator" account in safemode already?

OK, time to report it i'd say, as we ruled out everything else (it's not plus..it's not cuz it wasn't installed on account without adminpiviledges).
