Under the law it's perfectly legal. The owner of the webcam has publicly sent out this data to the public, without trying to secure it in any way. It isn't unauthorised hacking, and therefore should be legal.
However if a company got really offended (and they were big n00bs who don't understand the words secure access) they may try and do something to legally stop it.
However it would be less n00bish and quicker just to make sure it was secured, the tools used to feed the webcam to the internet even have modes to allow secure access with a simple login (and some of the newer ones even have options for biometrics). However for whatever reason, the company hasn't enabled any security based options.
