As long as you are not using transparency on huge windows and with something running on the background (such as a video or an animation) etc. etc., you shouldn't have any problem with those specs

As Patchou said, the reason only 2k and Xp onwards have transparency is because it was added, nothing else. The kernel itself obviously isn't the one to blame for having alpha transparency or not. Same happens with alpha blended icons, which appeared in XP but could perfectly have been done for Windows 2000, or Windows 98 (and can be done, as you can see in Plus today, which has alpha transparent images in every OS)
