I mean it would be a shame if an excellent skin falls off because the theme isn't downloaded that much because another theme is a bit more popular but the skin is not made so good, or because the killer skin is added only in the last week and thus wasn't able to gather that much downloads yet. (and download count can be cheated anyways).
Seeing the categories, I think the download/rating from the DB will not be considered or at least not much (but imho, it shouldn't at all).
