Just an idea, but what if the password was stored in an encrypted state, and in order to decrypt it, user would have to correctly answer series of questions (hints) (the keys for the decryption would be the answer words), once questions answered correctly offer user set a new password.

And then people ask for something to remember the answers or they request an 'answer'-reset or whatever. Aka: that wont solve anything and is just as secure/insecure than how it currently is. It is just the same as remembering the password in the first place.
