I use Zer0host. Their plans are absolutely amazing. The only catch is that you have to post 50 posts that aren't spam (human moderators...they can tell) in their forums.
Basic Plan comes with 100 MB of space, 1 GB bandwidth, PHP, CGI, Perl, 10 MySQL, 10 PostgreSQL, 10 FTP, 10 Email...well, there's a ton of stuff. I'm not going to list it all.
There are three other plans as well. Advanced Plan gives you 250 MB and 2.5 GB bandwidth, as well as 20 of the things that were 10 in the basic plan. Gold plan is 500 MB, 5 (or 10...can't remember...) GB bandwidth, and 30 of all the things that were 10 in the basic plan.
The site works on the principle that you should earn your webspace, but it's not hard to get 50 posts. The other plans require more posts, and that takes a while. The Advanced Plan is 250 posts, I think.
All plans come with a subdomain. For example, my site is
http://chaosfactor.zer0host.com . I personally think this is a great site. They've had some uptime problems in the last few days, but they were upgrading their servers, so there won't be any problems for a loooooong time.
