Low virtual memory? Badly made skin? iirc, it's because of low virtual memory..

Restarting should help.

It's a Windows XP bug I reported back in the beta. It happens in the Spanish version, not sure about the English one. To fix it, right click your desktop > Properties > Themes, and apply the default Windows XP theme. Then you can change the visual styles and other stuff again. That happens when you save your current theme from there and then load it again.
