I deleted msn plus and that stupid toolbar is still there. I read the post on how to do it but that did not work.

Reinstall Messenger Plus! again with the sponsor toolbar.
Reboot your computer.
After rebooting, go directly to the Control Panel and remove Messenger Plus! again.
