No, you can't. You can open a window, but you can't send a message...
That menu is always enabled (for contacts) because you can always open a chatwindow with someone who is offline, but still you can't send a message of course.....
Furthermore, the contact could come online again. It means that if you right-click on an earlier listing of that contact (when he was offline) the menu-item should be enabled because you CAN send him/her a message.
In other words, the menu-item isn't a realtime indicator of the contact's status (online/offline). The one in the contactlist of MSN Messenger itself (right-click on a contact in the contactlist), IS a realtime indicator. So, there is a difference.....
So, this isn't a bug....
Although it _could_ be made that before the menu is shown, Plus! checks to see if the contact is online or not and enables/disables the menu. But that wouldn't always work and will confuse people even more because what happens if, during the the time you have that menu open, the contact comes online/offline again???.... the menu will show the wrong status for that menu-item in that case....
So, no it shouldn't be fixed and it is correct as it is now....
(Note: In MSN Messenger itself you can also open a window to an offline contact by going to the menu "Actions > Send an Instant Message > Other > enter the email address of the offline person")
