Autoruns doesn't depend on such dodgy stuff. Those databases used by such programs are often full of mistakes, forgotten, redundant or incomplete things... And are based on discriptions submitted by visitors of the main sites. Such programs are only good if you want to have a vague idea of what the file really is, but 90% of all existing files aren't even in those databases... If you wanna use such tools, then by all means use them, but take in account that there are often mistakes in their descriptions.
Besides, such things are out of the scope of Autoruns. Autoruns is for viewing every possible key that can hold programs that start up at Windows boot, it isn't a program to view comments/discriptions/etc that random people have given to a program....
Autoruns does give you a description of each file, but this description is taken from the file itself, from the file-properties, it doesn't need a database or anything.
Why don't you just try it out to know what it is? The program is only 1 file, you don't need to install anything, only run it, and it will not install anything on your computer either........
