where can i get the windows xp sp2 theme patch that allows me to use windowblind themes without installing the program?

what is the styles xp program used for?

The Style Xp is another way (next to the uxtheme patch) to use custom theme's and visuals styles, but stylexp requires the program to allways run on the background, but it has easy interface.

Make sure you get the patcher for windows XP SP2

Neowin miltipatcher shall work fine if you are on SP2 and the link is just fine. Retry.

Windowsblinds has its own theming structure though. Its not same as msstyles which windows xp uses natively and for which these patches are there. StyleXP though enables the same functionality as these patches
