No it doesn't, it's a built in IE page which shows you a completely empty blue page, much like about:blank, but blue...

about HTML><HEAD><BODY%20bgcolor="#000080"%20text="#FFFFFF"></BODY></HTML>
Hope this still works, it was an easy way to make dynamic pages
edit: or maybe res://mshtml.dll/about.moz works, too.

res://mshtml.dll/about.moz should work, but since about:mozilla doesn't work, I recon it's not just the link to it that's been broken, but the about.moz is just no longer present.

It's not a easter egg or a bug (or microsoft hax )
It doesnt recognise the url if it has a / infront of it, so it does a google 'Im feeling lucky' search.
And top of the list for 'http' is microsoft.com
