Not really.
- You can give negative, neutral, or positive votes instead of 1-5
- You can edit or delete your votes
- You can see better stats about how many votes have been given, how many were positive, etc.
- You can see who voted

The reputation system is a replacement for the rating system. It can be as similar or different as we want...

Blah... too much work to implement! Also, with a report button on every vote, there would be too many trivial complaints by people who think they don't deserve negative votes...
