I would like to know under Messenger Plus Extras and Contact Information what the "Last Seen Online" refers to.  Is this when the person was last signed in to MSN Messenger or when they last chatted with someone on MSN Messenger?  I'm assuming that "Last New Chat" refers to when I last chatted with this person.

Anyone help me understand that better?  Thank you

Last seen online = Last time you saw them signed in to Messenger.
Last chat = Last time you talked to them/they talked to you.

It is the last time they were online since the Installation of Plus!. But you have to be online or else Plus! has no way of knowing. And the last chat is well the last time you sent a message to the person.

"Last Seen Online" is the last time when both your contact and you were online at the same time. And yes, "Last New Chat" refers to when you last chatted with your contact

Thank you.  So, both of those "Last Seen Online" and "Last New Chat" refer to me viewing and/or chatting with the other person, not when they may have been online chatting with someone else without me being on MSN.

My question refers to another person saying they were online in the past couple days, when my "Contact Information" "Last Seen Online" shows 19 days.

Exactly. Plus keeps track by itself so it only works when you're online.
