here is the reply from my ISP:
The messenger plus site has actually prevented all 24 IP ranges from accessing its website for some time (this doesn't affect just the Eastlink domain). Our abuse department has already investigated this matter, and tried to get the site to allow access from our network, but the site will not unblock us. We do not block access to any websites from our end, so you are free to go to any website you wish unless the other end has restricted access. This is the way paying for a Internet service works. There would be no point in paying for a service if restrictions were in place regarding where you could surf, but sometimes website and even countries will restrict access from Internet Service Providers and refuse to allow access to them.
You might be interested to know that although the website
http://www.msgplus.net is blocking access from our network, and refuses to unblock us, we have found another location you can download the program from, as
http://www.msgplus.net is not the only website you can download the program from. You can get the same program add on for Messenger by going to
http://www.softpedia.com/public/cat/10/4/5/10-4-5-2.shtml. Make sure that when you download the program, and it asks you where you want to download the program from, that you choose either Softpedia Mirror (US) or Softpedia Mirror (RO), because External Mirror 1 is from
http://download.msgplus.net and it is the same site that is blocking us.
