You can use Messenger Plus! contact information to see when a contact was last online. This will show the time the contact was online while you were online too. It cannot detect when the contact was online while you were offline.
Right-click a contact name, go to Messenger Plus! Extras and click Contact Information. It'll show Last Seen Online there
