they're talking about a quota for bandwidth. This is the same for Belgium. For ADSL and cable we get around 10gb per month. If we exceed this you have to pay 5 euros for 5 extra gb (don't know for Telenet). If you play a lot online this can be small but in the overal it's not something terrible. With VDSL it will rise to 15gb (and hopefully to more soon)
But here, they are showing ads everywhere that say that they will double the speed... but they don't say that they'll put a transfer limit...
The problem is like that article says:
"Of course, a side effect of this move is to punish peer-to-peer users. But law abiding customers will be hurt as well. Have these brains looked at the size of a linux distro these days?. In the case of SuSE or Sun's latest JDS distro, it's six CDs to get the basic set, and up to 10 CDs if you want to get the whole shebang."

they don't do it here either and you see commercials for ADSL (Belgacom) and cable (Telenet) everywhere. It's for controlling their bandwidth.
