Wow, welcome to the 1990's! Kazaa should be dead and buried by now. Its a big step behind the other P2P networks like BT and eDonkey.
A good BT client would be something like Azureus which is actually written in java, but is fairly well featured fortunately
To resume a download you essentially reopen the torrent, and save it to the same location, in Azureus there is a download queue so the process is fairly simple. It may take a while for the download to resume, because the program has to rehash the partially downloaded file, basically to check what has downloaded and what hasn't.
P2P isn't illegal per se. Mozilla used torrents to distribute Firefox 1.0 when it was released. Some Linux distros are made available over BT as well as it is a good way to share large files quickly
