how did they create the <dir>s ?

It's simply an empty file (Note: File size = 0b). We simply send the user a list of empty files which are kept in memory like it were directories. When a user attempts to download it from us we quickly unshare all the current files and start sharing the contents of, what should be, the directory. Simple but effective
