No it isn't.. It's an "official" file that is translated unofficially

There were many new sentences and words, lots of the old 6.2 ones were deleted or replaced, forms were rebuilt

since the beta has become public (and legal to use) it is available in much more languages then that. All can be found on the official beta download page http://messenger.msn.com/beta/
