Just Opinions and i know i need a new ocmputer because both are no good

You should definitely upgrade both those computer if you have the dough. They sound pretty out of date.

i mean 450 lol and next month sometime ill get 1150 Mhz one and for my birthday i can get a new one if i want

Only 1150? You should be looking at at least a 2000 MHz CPU.

yes but ill get it for free until my birthday in march then ill get brand new if i want it

still nothing wrong  that Cpu, i know People are running Linux on that size PC an even windowsXP   but in Future u'll need a 2000+ Cpu or bigger if Cpu's are getting to 4000+ an More

your systers computer does have or may have better hardware like Video card, , but not in all cases the Cpu's may be a better than the other one just cause its faster , maybe wanna shop around for some Memory though ,,

In other words, if you have the dough, shop around, and look at some different stuff, get a feel for the market. You could probably spend a whole day at a parts shop such as TigerDirect.
