O.P. DVD Region question
I just bought a dvd I can play it on my PC no problem but it won't run on my DVD Player its a brand new samsung.  Any idea?

Indeed, the world is divided into regions for dvd, let's make everything easier is what they probably thought 8-).
0 = no region coding
1 = United States of America, Canada
2 = Europe, including France, Greece, Turkey, Egypt, Arabia, Japan and South Africa
3 = Korea, Thailand, Vietnam, Borneo and Indonesia
4 = Australia and New Zealand, Mexico, the Caribbean, and South America
5 = India, Africa, Russia and former USSR countries
6 = Peoples Republic of China
7 = Unused
8 = Airlines/Cruise Ships
9 = Expansion (often used as region free)

u can use dvd shrink or something

EDIT: That changes the dvd's region code, not the dvd players :-P

PAL and NTSC are totally different systems.  You'll have problems if you want to play a PAL DVD on an NTSC system.

I read somewhere that any burnt DVD can be played on any DVD player
