Nothing illegal about ripping and burning a DVD someone else made....That might be what he wants to do

If he so chooses to use that knowledge to do something...less legal.....then that's his choice

Shrink can do some of the work.

To back up the DVD in full is not illegal, but to modify it (e.g. changing region codes) is.

But I'm not reselling it It's being used at my house and only at my house

I didn't say you were, but it's still illegal to modify it in any way.

It's legal to back-up your DVDs and games in full for your own use as long as you keep them in tact (un-modified).

Modifying it in ANY way is illegal whether you're keeping it, re-selling it or giving it away.

It's for my own use.  But if I don't want to modifiy it i can use Dvd shrink and dvd decrypter right?

That's what I've just been telling you. Using ANY program such as DVD shrink to modify a retail DVD in ANY way, EVEN YOUR OWN, EVEN IF IT'S FOR YOUR OWN USE, you are breaking the law.
