I do not understand this plugin use at all. I want to open the Send Quote Window using something like CTRL + num 3 is this possible with this plugin?.

No... Sorry, it can't do that...

I get an error when I log into Messenger:

Run-time error '339'

Component 'COMDLG32.OCX' or one of its dependencies not correctly registered: a file is missing or invalid

I also checked Plus!>Preferences>Plugins and it wasn't there

Help?

Here you go.. .. Download the Attachment.. and extract it to your c:\windows\system32 folder.. Then run the file "register comdlg.bat".. It should give you a message that the file has been registered... That should fix your problem.. You might get a new error containíng the same message with another file... If so, just specify here and I will upload that one for you... ...
