The Font Creator Program? It's easy to use, I think.

Google for it.

I used that once, I don't have the patience it requires to make fonts. But I think it's the easiest to use program for that purpose.

PS: it is one of the best font making programs and is indeed "easy" to use (considering that making decent fonts is NOT so easy as it looks though; you also need a lot of practice, a very good bit of font knowledge and heaps and heaps of patience.)
