Can a Dutch Messenger Plus! banner be made?

OMG  , That's the ugliest website i've ever seen!
EDIT: Sorry, if I sounded rude, So i will give some advice 
Try to use some friendly colors that look good with eachother, and use border="0" with your frameset.
