EDIT: nevermind i found it.

i think it is a photoshop work by playing with colour balance....
u can do this in fotoshop by opening the desired pic then in main window goto image>adjustment>colour balance ... then follow the screen....

easier way(using photoshop 7 cs,u can dl it if u dont have it) image--adjustments--variations. also kinda looks like the person did filter--artistic--paint daubs
