If a person wants to see my dynamic pics do they need plus?

Nope, Dynamic Display Pictures is an MSN Messenger feature, all though, tho other person needs to have MSN Messenger 7, to see your Dynamic Display Picture, else they'll see a Display picture, with no animation.
