Definitely. I'm from South America too, and even I can ping fine the site, it won't load.
Country: Argentina.
ISP: Arnet. (ADSL, line provided by Telecom)

Maybe internet security programs such as Norton Internet Security are blocking the site because of the advertisement that is displayed upon entry. However i have this and it works for me
