how can i make a picture a watermark?

basically i want to put a picture as the background of my document.

hmm lot of ways

here is another question, how can i quickly start another page? without having to press enter until i get to the new page.

also how can i put a water mark on only one page?

1) CTRL + Enter
2) Insert -> Brake... -> Page Brake

As for the water mark, you can limit it using sections I think... someone confirm this.
