Is it possible to see people that are "appearing to be offline?" I don't know if that's a feature of plus or if I have to download something....

No sorry, it's not possible to see a persons status when they block you, or when they are appearing offline

Appearing offline basically means people do see you as offline, as you have 'no' status then therefore you can't be seen.
