Oh that would be terrible, without an actual program being the client.
If its web-based it'll lack a ton of features, take longer to load and risks being browser made. No, if its web-based I won't use it, because simply put programs written in C++ are a ton better than those written in Java.

I have already been using Hello messenger, which google bought for some time, and I really hope they develop that further, because Hello is awesome.
There are some really good features in it, its designed for sending pictures at the moment, but if they develop it further, keep the way the gui flows as it does now, and add new features, it will be a very worthwhile client

There are more rumours that talk about an IM client from Google. According to the Los Angeles Times Google wants to keep visitors longer with the ability of sending text messages and speech messages. The textmessages would go through Jabber, an opensourceproject that connects different IMclients. The subdomain talk.google.com is said to be activated but you only receive a 404-page now. The name of the new service would be "Google Talk"
