Furthermore Your system has alot more then 1 MAC adress.. Your Network interface adaptor has one as well as your overall system haveing one. This is why in Windows XP Home every time you add hardware you have to reactivate windows
If you try it on Multiple PC's and that SAME message comes up then It has NOT blocked your MAC adress

Eh... I think it's a bunch of BS... they'd just deactivate the account... There's not way stopping a hardware address or whatever it was would stop the person from logging on... If that was the case they could get a new computer and shit, or they could go to the library and use a computer.
