No there is no way at the moment, there are some UK TV shows\channels on
http://mediahopper.com/portal.htm.
The BBC is launching a project to show all its channels online, but it'll be a long time before you can legally view them in other countries and a short time before you can see them in the UK.
As for viewing Sky in other countries, well I suppose it is possible to link the sky digital box's output skart to a computers TV-IN card...then if you had the right software you could stream the digital signal accross the internet to the source. However the other person's viewing would be at the mercy of the person's box. Not to mention the costs and farce of setting that system up, the legal issues, ect.
So sorry, there is no project where you can view UK TV in anyway abroad via the internet, unless you set a system like that up.
